Mr. Chancellor oversees the planning and conduct of all aspects of all-source intelligence and production on weapons of mass destruction (WMD)/counterproliferation subjects, with an emphasis on global proliferation threats, foreign nuclear, biological and chemical warfare programs, WMD related arms and technology transfer, proliferation and procurement networks, and technical exploitation of foreign weapon systems. He also serves as the Defense Intelligence Integration Officer for Counterproliferation.
He previously served in the Asia Pacific Regional Center as the Senior Defense Intelligence Analyst for Northeast Asia, DIA's senior subject matter expert on North Korea and Northeast Asia. Mr. Chancellor served as the Deputy Director for Intelligence (DJ2), US Forces Korea (USFK), 2016-2018, and also the Senior Expert for North Korea, USFK, 2013-2016. As the subject matter expert and senior advisor to USFK leadership, he represented the Command on defense intelligence and technical issues relating to North Korea at the joint, combined, national and international levels.
Mr. Chancellor served at the Office of the Director of National Intelligence (ODND as the Senior Defense Specialist to the Director, National Counterproliferation Center where be represented Defense Intelligence Enterprise and Combatant Command equities in support of ODNI and IC priorities in countering the threats caused by the proliferation of WMD.
Mr. Chancellor graduated from the United States Air Force Academy and received a Master of Nuclear Science degree from the Air Force Institute of Technology. He is a graduate of the Air War College and the Joint Forces Staff College. Prior to his rotation at ODNI, Mr. Chancellor served as Deputy Office Chief for the Defense Counterproliferation Office leading all aspects of intelligence analysis, strategic research and production to meet National, Defense and Combatant Command priorities against critical WMD intelligence gaps and operational requirements.
Mr. Chancellor previously served as Chief, Proliferation Networks Division within the Office of Counterproliferation Support, addressing worldwide proliferation of chemical, biological, and nuclear materials, technology and weapons, and the related delivery means for WMD to states and non-states including financial and transportation organizations, networks, and scientific and technical personnel. He also served as Chief, Eurasian Nuclear Programs Division, leading all-source analysis and assessments of Russian nuclear weapons, nuclear weapons security, and nuclear materials.
Mr. Chancellor is retired from the US Air Force; he served as Chief, Nuclear Systems Readiness on the Air Staff; Commander, Space Tactics Flight in Air Force Space Command's Top Hand Intercontinental Ballistic Missile (ICBM) Force Development Evaluation Program; and Chief, ICBM Operations Training for the Twentieth Air Force.
Mr. Chancellor has five children; he and his wife, Carla, live in Virginia.
